I have an OTF package of Helvetica Neue and I had installed it, but every time I opened a file which contained some text using Helvetica Neue, Photoshop or Illustrator displayed that "resolve fonts".

As Kevin says, if you don't need an exact match there are many alternatives.
Nimbus Sans is very close, and is available from Adobe.
